The Air Force is definitely at fault big time. He was caught trying to smuggle guns onto his base
after threatening his commanding officers. Then he escaped from a mental health facility.

As to the shooter himself he attempted to join the church but was disliked by the pastor. Then he
became a proselytizer of atheism online. He had similarities to 'fffurken', 'dutch', and 'mossingen'.
