The "right people" are those speciaifcally and properly trained ... 
which is not every braindead numbnut on the high street who simply 
*wants* a gun for the sake of it.  :-\

Even then, there's no actual way to guarantee the "right people" won't 
turn out to be loonies under unknown circumstances.
